I read link exchanging does not count that much. If it is a one-way backlink than it is ok, but if Google sees two-way backlink, that it assumes there is link-exchanging “fraud” and does not count it as valid. I read that somewhere. Is this true?

i think that Google only consider link exchanging as a fraud when it’s a paid ones.
like text-link-ads.com which offers paid links
but here i will add links inside my posts and it will natural links like any links in any post.
